If you have looked into the WhatsApp Business API, you have met the term "Business Solution Provider" — BSP for short. Vendor websites call themselves BSPs, official partners, tech providers or platforms, and it is not obvious what the difference is or whether it matters to you.

This guide explains what a WhatsApp Business Solution Provider is, the three ways a business can get WhatsApp Business API access today, what each costs, and the questions that matter far more than any label when you choose a provider.

In the interest of being clear about our own position: Reputoo is not a Meta Business Partner or BSP. Reputoo is software built on Meta's official Cloud API; your WhatsApp Business Account sits in your own Meta business portfolio, and Meta bills its message charges at its official rate.

Chapter 01

What a WhatsApp Business Solution Provider Is

A WhatsApp Business Solution Provider is a company in Meta's partner programme that is approved to help businesses access the WhatsApp Business Platform. Before Meta launched its own hosted Cloud API, most businesses could only get API access through a BSP, which ran the infrastructure, onboarded the number and often billed the message charges.

Meta lists its partners in its own partner directory, and that directory — not a vendor's website badge — is the place to check whether a company holds a particular partner status.

Today the term covers a wide range of companies: some sell the raw API connection to developers, some sell full software with an inbox and campaigns, and some do both. "BSP" describes a relationship with Meta, not what the software does for you.

Chapter 02

Terms You Will See: BSP, Partner, Tech Provider, Platform

Meta's partner programme has used several names over the years, and vendors mix them freely. Roughly:

  • Business Solution Provider (BSP) / Solution Partner — companies in Meta's partner programme approved to onboard businesses to the WhatsApp Business Platform, often with their own billing and support.
  • Tech Provider — a software company that builds on Meta's Cloud API and onboards its own customers through Meta's sign-up flow.
  • Platform or reseller — any software sold on top of WhatsApp API access, whatever the relationship with Meta behind it.

Labels and requirements change, so treat them as a starting point. Meta's own partner directory is the authority on who holds which status; the checklist below matters more for your day-to-day experience.

The important point: since the Cloud API, the messages travel through the same Meta infrastructure at the same Meta prices on every route. What differs is the software around the API, who owns the account, and whether anyone adds a margin. Background in what is the WhatsApp Cloud API.

Chapter 04

What a Provider Actually Does for You

Whatever the label, a good provider takes care of the work between "we want WhatsApp" and "customers are getting useful messages":

  • Onboarding — connecting your number through Meta's sign-up and getting the business verified.
  • Templates — creating, submitting and tracking approval of message templates.
  • Sending — campaigns to segments, scheduled sends, personalisation.
  • Receiving — a shared inbox where your team answers replies, with assignment and history.
  • Automation — order and booking messages triggered by your systems, chatbots and AI agents.
  • Reporting — delivered, read, clicked and replied, and which messages led to revenue.
  • Support — help when a template is rejected or your quality rating drops.

Going direct, your developers build all of that. With a provider, you pay a subscription instead.

Chapter 05

Questions to Ask Any WhatsApp Provider

These questions protect you whether a company calls itself a BSP, a partner or a platform:

  1. Do you add a margin to Meta's per-message rate? Ask for the per-message price in writing and compare it with Meta's rate card. A margin of a few paise per message adds up quickly on a large list.
  2. Whose Meta business portfolio will the WhatsApp Business Account sit in? It should be yours. If the provider creates it in theirs, moving later becomes difficult.
  3. Can I take my number with me? Numbers can be migrated between providers; confirm the provider will cooperate.
  4. What exactly is in the plan? Seats, contacts, automations, AI usage, onboarding — included or charged separately?
  5. Is it on the official API? Anything that asks you to scan a WhatsApp Web QR code is not.
  6. Do I get a GST invoice? For Indian businesses, in rupees, against your GSTIN.
  7. Is partner status verifiable? If a vendor claims a Meta partner status, check it in Meta's own partner directory.

Chapter 06

Red Flags When Choosing a Provider

  • "Unlimited free messages." Meta charges every provider per delivered message. Unlimited and free means unofficial, and unofficial means ban risk.
  • A QR code to scan. Official API onboarding never asks you to scan a WhatsApp Web code.
  • Per-message prices that are hard to find. If the price per message is not stated plainly, ask why.
  • The account in their portfolio. Ask before you sign; moving it later depends on the provider's cooperation.
  • Long lock-ins for small businesses. Annual contracts make sense for enterprises; a small business should be able to start monthly.
  • Unverifiable badges. Partner logos that you cannot find in Meta's directory.
Chapter 07

What WhatsApp Business API Access Costs

There are two bills on every route:

  • Meta's message charges — per delivered message, by category (marketing, utility, authentication) and the recipient's country. These are the same whichever route you choose, unless a provider adds a margin. Since 1 October 2026, replies inside the 24-hour window are charged at the utility rate too.
  • The provider's fee — nothing going direct (but developer time), a subscription with a platform, and anything from a setup fee to a subscription with a BSP.

Compare total cost, not the subscription alone: subscription + Meta's charges + any per-message margin + paid add-ons. Model Meta's side with the WhatsApp API cost calculator. Reputoo plans start at ₹999 a month with no markup on Meta's rates — see pricing.

Chapter 08

Direct, BSP or Platform: Which Should You Choose?

  • Go direct if WhatsApp is a feature inside a product your engineers already build — transactional messages, OTPs, alerts — and nobody outside engineering needs to use it. See how to send a WhatsApp message via API.
  • Use a partner-led BSP if you are a large enterprise that wants a contracted partner, custom integration work and account management.
  • Use a platform if you want marketing, sales and support teams to use WhatsApp from day one — campaigns, a shared inbox, automation and AI agents — without building them.

Many businesses combine them: their backend sends transactional messages directly, while marketing and support run on a platform connected to the same WhatsApp Business Account.

Chapter 09

Extra Questions for Larger Businesses

Larger teams usually add a few questions about scale and control:

  • Multiple numbers and brands. Can one account run several numbers — per brand, region or department — with separate teams and reports?
  • Roles and permissions. Can you limit who sends campaigns, who sees which conversations and who exports data?
  • Integrations. Does it connect to your CRM, store and booking systems out of the box, and is there an API and webhooks for the rest?
  • Data handling. Where is customer data stored, who can access it, and how is it deleted when a customer asks? In India, the DPDP Act, 2023 makes these questions part of the purchase, not an afterthought.
  • Service levels. What happens, and how fast, when sending stops or a template is paused before a big campaign?

Ask for the answers in writing — they are what you will rely on months later, long after the demo.

Chapter 10

Moving Between Providers

A WhatsApp Business API number can move between providers without changing the number. Meta supports migrating a phone number from one WhatsApp Business Account to another, and the number keeps its display name, quality rating and messaging limit. Chat history, contact tags, flows and reports in the old provider's software stay behind, so export what you need first.

The practical steps: turn off two-step verification on the number at the old provider, start the migration from the new one, confirm with the code Meta sends, and re-create any templates that did not carry over. The one condition that decides whether you can leave smoothly is that the WhatsApp Business Account sits in your own Meta business portfolio — which is why it is question two on the checklist above.

Chapter 11

How Reputoo Fits

Reputoo is a platform built on Meta's official Cloud API — not a Meta Business Partner or BSP. In practice that means:

  • Your number is connected through Meta's own sign-up, and the WhatsApp Business Account is created in your Meta business portfolio.
  • Meta's message charges are passed through at Meta's official rate, with no markup.
  • On top you get campaigns, a shared team inbox, automations, AI agents for WhatsApp and phone calls, bookings and payment links.

If you mainly need raw API access for developers, going direct to the Cloud API may suit you better — and we would rather say so. For everything else, compare us on the checklist above: vs WATI, vs Interakt, vs AiSensy, or the round-up of WhatsApp API providers in India.

FAQs

What is a WhatsApp Business Solution Provider?

A company in Meta's partner programme approved to help businesses access the WhatsApp Business Platform — onboarding numbers, managing templates and often providing software. Partner status can be checked in Meta's own partner directory.

Do I need a BSP to use the WhatsApp Business API?

No. Since Meta launched the Cloud API, a business can connect directly or use a platform built on the Cloud API. A BSP is one option, not a requirement.

Is a BSP cheaper than going direct?

Meta's message charges are the same on every route. What differs is the provider's fee and whether they add a margin to each message, so compare the total cost.

Is Reputoo a BSP?

No. Reputoo is software built on Meta's official Cloud API. Your WhatsApp Business Account sits in your own Meta business portfolio, and Meta's message charges are passed through with no markup.

Can I switch WhatsApp providers without losing my number?

Yes. Meta supports migrating a number between WhatsApp Business Accounts; it keeps its display name, quality rating and messaging limit. Chat history in the old software does not move.

How do I verify a provider's Meta partner status?

Look the company up in Meta's official partner directory rather than relying on a badge on its website.

What is the difference between a BSP and a platform like Reputoo?

A BSP is defined by its relationship with Meta's partner programme; a platform is defined by the software it gives you. Reputoo is a platform built on Meta's Cloud API, not a BSP: it provides campaigns, a team inbox, automations and AI agents on top of the same official API, with Meta's message charges passed through at Meta's rate.

Chapter 13

Final Thoughts

The label on a provider's website matters less than three plain answers: is it the official API, whose portfolio owns your WhatsApp Business Account, and do they add anything to Meta's per-message price. Get those in writing and you can choose on features and service.

Whichever route you take, your number and your customers should stay yours — that is the one thing worth insisting on from the start.
