WhatsApp API Pricing Change on 1 October 2026: Your Replies Are No Longer Free
From 1 October 2026, Meta charges for the replies businesses send on WhatsApp: service messages and in-window utility templates, at ₹0.115 each in India. What changes, what stays free, and how to keep the bill down.

From 1 October 2026, Meta will charge for the replies your business sends on WhatsApp. Two kinds of message that have been free become paid: service messages (the free-form replies you send inside the 24-hour customer service window) and utility templates sent inside that window. Both are charged per message at the same rate as utility messages in that market, which is ₹0.115 per message in India on Meta's current rate card. The only messages that stay free are those sent in the 72-hour window after a customer reaches you through a click-to-WhatsApp ad or a Facebook Page button.
The short version
- Now charged: service messages, meaning any non-template reply inside the 24-hour customer service window. Meta has not charged for these since November 2024.
- Now charged: utility templates sent in reply to a customer while the service window is open.
- Price: the same as the utility and authentication rate in each market. There are no volume tiers for service messages.
- Still free: everything sent in the 72-hour free entry point window after a click-to-WhatsApp ad or Facebook Page call-to-action.
- Unchanged: marketing template pricing in India and North America.
What exactly changes on 1 October 2026
Since 1 July 2025, the WhatsApp Business Platform has billed per delivered message rather than per 24-hour conversation. Under that model, three kinds of message cost money: marketing templates, utility templates sent outside the service window, and authentication templates. Replies were free. When a customer messaged you, you could answer as often as you liked for 24 hours without paying Meta.
That ends on 1 October 2026. Meta's developer documentation states that from that date it will charge for service messages, "which have not been charged since November 2024", and will charge per message for utility messages sent in response to users within an open 24-hour customer service window. It also says that, by market, the rates for service messages are the same as the rates for utility and authentication messages.
This is WhatsApp Business Platform (API) pricing. It applies whether you connect to the Platform directly or through a provider. The charges are for messages your business sends.
What stays free
One window remains free. When a customer starts a chat by tapping a click-to-WhatsApp ad or a Facebook Page call-to-action button, and you reply within 24 hours, a 72-hour free entry point window opens. Meta's documentation says messages sent within that window "remain free for message delivery", and this applies to template messages too.
If most of your customer conversations start from ads, much of your reply volume can stay free. If they start from your website, a QR code or a customer simply saving your number and messaging you, those replies are now billed.
How much it will cost in India
These are Meta's list rates from the INR rate card effective 1 July 2026. Meta publishes each quarter's rates in advance, and India was not among the markets Meta listed for rate changes on 1 October 2026. Check the current rate card before budgeting.

For businesses billed in US dollars, the equivalent utility rate is $0.0014 for India and $0.0034 for North America on the same card.
What that means in practice
- A salon that sends 2,000 replies a month to customers asking about appointments will pay about ₹230 a month for replies that cost nothing in September.
- An online store whose support team sends 25,000 replies a month will pay about ₹2,875 a month.
- A chatbot that splits each answer into three separate messages pays three times as much as one that sends a single complete message. Every message is counted, not every conversation.
For most small businesses in India, the amount is modest. What changes is that reply volume now shows up on the bill, so the way your team or your bot replies starts to matter.
Other changes on or around 1 October 2026
- Nine markets get their own rate cards. Utility and authentication rates fall in Bangladesh, Iraq, Nepal and Sri Lanka, and rise in Kazakhstan, Kuwait, Morocco, Oman and Ukraine. These markets were previously charged regional rates.
- No volume tiers for service messages. Utility and authentication messages keep their volume discounts. Service messages are charged at the flat rate however many you send.
- Meta Business Agent is billed per token. Since 1 August 2026, messages from Meta's own Business Agent Platform are charged at $2.00 per million tokens, which Meta estimates at roughly 4 to 5 US cents per message. This applies only to agents built on Meta's Business Agent Platform.
How to keep your WhatsApp bill down
- Send one complete reply instead of several short ones. Per-message billing means three short messages cost three times as much as one complete one. If you use a bot, check how it splits long answers.
- Answer in fewer turns. A good knowledge base that answers the real question first time costs less than a back-and-forth of clarifying questions.
- Bring new customers in through click-to-WhatsApp ads. Conversations that start there open the 72-hour free window.
- Use the right template category. Order updates and reminders belong in Utility, which costs a fraction of Marketing in India. Do not file promotions as Utility to save money: Meta can move a template it judges to be marketing into the Marketing category.
- Check what your provider adds on top. Some providers mark up every message Meta charges for. From October, that markup applies to your replies as well. Reputoo adds no per-message markup: you pay Meta's rate directly from your own Meta Business account.
A claim you will see that Meta does not make
Several provider blogs say the first 1,000 service messages each month remain free. We could not find this on Meta's pricing documentation or its page on the October changes. The figure of 1,000 free service conversations a month belonged to the old conversation-based model. Meta dropped it in November 2024, when it made service conversations free. Budget as though every reply outside the 72-hour entry point window is charged.

Yes. Does this affect the free WhatsApp Business app?
No. The change is to WhatsApp Business Platform (API) pricing, which covers businesses using the API directly or through a provider. Replies sent from the free WhatsApp Business app on your phone are not billed per message.
Do AI chatbot replies on WhatsApp now cost money?
Yes, if the bot runs on the WhatsApp Business Platform. Every message a bot sends inside the service window is a service message and is charged from 1 October 2026. A bot that splits one answer into several messages pays for each one, so sending one complete answer is cheaper.
Is marketing message pricing changing on 1 October 2026?
Not in India or North America. The rate changes Meta lists for 1 October 2026 are to utility and authentication rates in nine markets: lower in Bangladesh, Iraq, Nepal and Sri Lanka, and higher in Kazakhstan, Kuwait, Morocco, Oman and Ukraine.
